If Our Neighbours are actively pursuing Broadband Internet, why isn't Ramara?

Here's another story of a neighbouring municipality taking steps to bring faster internet access to their citizens. So why isn't Ramara getting off its' ass, and finding a way to bring the 21st. century to those parts of the township still not accessible to broadband internet.
